Germany didn’t get the attraction that was planned, and instead ended up with an attraction that wasn’t planned.
A boat attraction was planned for Germany, but never built. The building next to the Biergarten Restaurant was supposed to be the entrance.
There is, however, a miniature train station and village that winds through the garden to the right of the German ‘village.’ It was originally set up as part of the Epcot Flower and Garden Festival, but was so popular that they kept it as a permanent attraction.

Notice the clock tower too. It features a glockenspiel (“play of bells”.) On the hour, it chimes a melody that was created especially for Disney World. Hummel figurines move to the music.
